Scope and Contents Early in 1937, Andrews was appointed Acting Chief, Division of Legislative Aid, Bureau of Unemployment Compensation of the Social Security Board. During this period he sent out a form letter (3/8/37), seeking financial support for a study of the problem of silicosis and ventilation in state mine inspection.
