The passage of the Fitzgerald Bill providing workmen's compensation for private employees in the District of Columbia was the highlight of the spring and summer. Merger of the AALL and the AAOAS was still advocated by Paul Douglass and by I. M. Rubinow and Stephen Wise, who were longtime advisers of Andrews.
