Scope and Contents
Consists of the Board's report to the president and employee and carrier exhibits.
Employee exhibits deal with position classification, comparative wage analysis, productivity, hours of work, paid holidays and work hazards. Carrier exhibits relate to pattern settlements of railway labor disputes, comparative wage and earning data, position descriptions, work measurements, hours of work, working conditions, crew consist, and the economic conditions of the railroad industry, among others.

Biographical / Historical
In 1956 and 1957, U.S. Emergency Board No. 116 heard a dispute beetween carriers represented by the Eastern, Western, and Southeastern Carriers' Conference Committees and employees represented by the Brotherhood of Railroad Trainmen. Parties to the dispute, which was over wages and paid holidays, included 175 class 1 railroads and 160,000 operating railroad workers.
The Emergency Board recommended an increase of 26 1/2 cents per hour to be given in three steps over a three year agreement. It also proposed seven paid holidays for regular service yardmen but turned down a similar holiday allowance for operating craft workers.
