Biographical / Historical

U.S. Presidential Emergency Board No. 178 was created in 1970. Seidenberg was appointed as a member of the Board which was to recommend a wage settlement between the Brotherhood of Railway, Airline and Steamship Clerks, Freight Handlers, Express and Station Employees; the Brotherhood of Maintenance of Way Employees; the Hotel and Restaurant Employees and Bartenders International Union and the nation's railroads as represented by the National Railway Labor Conference. The Emergency Board found for the unions and recommended a wage increase of 33 1/3 percent over three years. It also recommended establishment of a permanent labor-management committee to work for long range reforms in work rules and other labor relations problems in the industry.
