Abstract
This collection consists of a manuscript written by ILR alumnus, John J. Popular II. Mr. Popular is a mediator and arbitrator with the Federal Mediation and Conciliation Service (FMCS). The manuscript is an overview of the FMCS program Relationships By Objectives (RBO).

Biographical / Historical
John J. Popular II is aarbitrator and mediator with the FCMS. He received his MA ILR from Cornell in 1960. He has overseen arbitration of over 300 labor disputes by appointment of the FCMS and developed the Relationships By Objects (RBO) conflict resolution process.
