The "staff relations plan", a noose around the neck of the worker, pulls him off the edge of a cliff onto sharpened spikes of "recognized " only, no "policy" matters, no salary matters, no pensions discussed, the superintendent decides, the Board rules, we'll arbitrate if the Board feels like it". [Penciled at the bottom "At lease it's a step forward"] [On the back is 6389/4-4]
