Quebec Joint Council By-Laws, 1982-1986
Scope and Contents
The collection is composed of documents chronicling the 1982 reorganization of the Quebec Joint Council. Contained in the records is the report on the ILGWU by the Quebec Federation of Labor (QFL) Investigating Committee from 1982. The original investigation into the union began in 1976 regarding complaints of issues with the democratic procedures, implementation of agreements, negotiations, and the role of business agents. The dissent within the union grew from a perceived lack of representation of the rank and file by leadership. Also available in the collection is the new By-Laws adopted at the October 1982 Steering Convention for the Quebec Joint Council of the ILGWU, financial statements for health, retirement and benefit funds, clippings of articles regarding the investigation of the QFL and the reorganization efforts (clippings mainly in French), and a report to the General Executive Board in January 1983 discussing the results of the restructuring. There is also a complete set of documents and minutes from the Second Statutory Convention from February 1986 (in French) that were sent to Robert Lazar for the archives.
