Carmichael vs. Southern Coal Company: Albert A. Carmichael, as Attorney General for the State of Alabama, et. al., Appellants vs. The Southern Coal and Coke Company, Appellee and Albert A. Carmichael as Attorney General for the State of Alabama, et. al. Appellants vs. Gulf States Paper Corporation. This case before the U.S. Supreme Court tested the constitutionality of state unemployment insurance laws of the pooled type. The issue was: was the legislature arbitrary and unreasonable in assessing some employers in order to pay benefits to workers who were employed by others.
