Scope and Contents
This is arbitration case #A4444 of the National Mediation Board under the provisions of the Railway Labor Act. The panel was composed of Charles M. Mason representing the company, Charles Barnes representing the union, and David L. Cole as the public member and chairman.
The issues in dispute were two: What shall the speed of the DC-7 be for hourly pay purposes, and what shall the speed of the DC-7 be for mileage pay purposes. The issues arose because United Air Lines was introducing DC-7s to its fleet of airplanes for the first time and the speed of the DC-7 was greater than any of its other aircraft. Pilots pay was calculated on a basis of hours or mileage in a formula based on block time for the other aircraft in use; but a new coverage time needed to be figured for DC-7s.
