Fed. of Labor and part of a committee to recommend legislation for unemployment insurance in N.Y.) supporting a bill such as the Social Security (which does not use the company reserve plan); correspondence from the AASS re state legislation and its own Model unemployment bill designed by the most prominent experts in the field
