Silverberg, Director of Information of the National Labor Relations Board, regarding the establishment of the proposed Cyrus S. Ching Fund at Cornel. The income from the fund was to be distributed to Industrial and Labor Relations graduate students with selection based on academic promise or performance, financial need or research ability.
