ORGANIZATIONAL HISTORY
George Broadwell initiated the Youth Community Development Program in 1972, hiring Don Mac Vean to write a proposal to establish the effort in New York State. In 1973 Stephen Hamilton and Barbara Sagan were hired as extension associates to create the New York 4-H Community Development Program in the Dept. of Human Development. When they left in 1977, Herb Engman and Florence Cherry were hired and in 1980 Stephen Googin was hired. In 2004 the program, then called the Youth Community Action Program, was transferred to the New York State 4-H Office.
