Cornell professor of Economics (Regional Science and Peace Science) from 1979-2010. Also taught at Harvard, MIT and the University of Pennsylvania.

Founded the Regional Science Association (RSA) and Peace Science Society International (PSSI) and was the director and program chair for Economists Allied for Arms Reduction (ECAAR).

Graduated from Temple University (A.B., 1939) and Harvard (M.A., 1941; PhD, 1943)
